Project Manager

Coordinating the activities of the REACT project : Rallying stakeholders for an Effective Access to Justice for Cambodian Women and Teenagers, led by ASF France, in partnership with Banteay Srei and the Provincial Department of Women's Affairs (branch of the Ministry of Women's Affairs in Battambang) (PDWA), and analyse the possibilities of development of ASF France's activities in Cambodia

The Project Manager will be supervised by the Program officer and will work closely with the Finance Manager at ASF France HQ.

Under the supervision of the Program officer at the HQ, and with close cooperation with the Finance Manager, the Project Manager will:
  • Ensure the proper implementation of the project in accordance with the terms of reference of the project and the commitments made with the donors.
  • Ensure compliance with the project framework (project cycle, logical framework, timeline) and the rules and procedures of ASF France (finance, logistics, administrative)
  • Ensure links with partners, donors, stakeholders, including the Cambodian authorities
  • Seek funding, draft and design funding applications from public and private institutional donors.


Mains responsibilities:
  • Organization of all activities : ensure the operational follow-up (finance, logistics, administrative) of the project and missions in their human, material and financial components
  • Follow-up of activities conducted by the project lawyer
  • Ensure links with partners, donors, stakeholders, including the Cambodian authorities
  • Compile all data collected from partners and beneficiaries and transmit activity reports to headquarters and partners
  • Administrative and financial follow-up of the project according to the rules and procedures of ASF France : perform financial and administrative control of the project
  • Represents the structure and project on the ground within national, regional and/or international bodies and/or organizations
  • Ensure communication and visibility of the project
  • Identity co-funding opportunities
  • Participate in the evaluation and capitalization of the project
  • Representation of ASF France in Cambodia

 

Training and desired professional experience
Advanced training (management, law or political science) with a specialization in project management.
3 years of experience in the field of international cooperation. The candidate has to master the operational, administrative and financial project management of a project, ideally with knowledge on issues of strengthening the rule of law.
 
Languages spoken: oral and written English and spoken Khmer
French would be an asset.

 

  • Very good interpersonal skills, negotiation skills, good listening skills, team spirit, pressure tolerance and stress management and ability to ensure mission and stakeholder safety
  • Very good organizational skills, planning, adaptability, responsiveness, priority management, autonomy, ability to work in an emergency
  • Ability to work in a challenging environment
  • Excellent writing skills
  • Master use of the Office Pack and Internet is essential

 

Place of work and area of intervention: Battambang

Expected trips: in Phnom Penh (once a month max.)

Duration of the contract: Fixed-term contract of 12 months renewable, starting October 1st 2018

Type of contract: Cambodian local contract
