ISPA - Reinforcement of the institutional capacities of the Superior Institute of the Lawyer Profession

PROJECT DESCRIPTION

This action is part of the improvement of the judicial system, the consolidation of the rule of law and respect for human rights, and aims to propose a new organisation of ISPA to respond to the current context of democratic transition and transition to the rule of law, and to consolidate its training system.


The legal profession, and more generally human rights defenders, have experienced a period of harsh repression under the reign of Ben Ali. Since the so-called "Jasmine" revolution in 2011, Tunisia has been going through a period of transition and is trying to reform its judicial system. The training of student lawyers appears to be one of the major challenges of this new edifice.


Henceforth, the Higher Institute of the Legal Profession is in charge of training students who passed  the entrance exam, awarding the certificate of aptitude for the legal profession which allows registration at the Bar and enriching the experience of practising lawyers through the organisation of seminars, study days and internships.

EXPECTED RESULTS

  • Suggest an administrative and financial organisation of ISPA (better management, and pedagogical independence)

  • Set up a system for selecting trainers and training trainers (new tools and teaching aids, training activities).

  • Undertake a complete revision of the initial training program (making training more practice-oriented).

  • Develop an action plan for the development of continuing legal education (needs analysis, formulation of proposals, development of an action plan)

  • To promote ISPA's international cooperation with other law training institutes (exchange of good practices, internships abroad).

ACHIEVEMENTS

  • Structural reform of ISPA staff.

  • Recruitment and appointment of senior staff, Secretary General, Director of Studies and Head of Office.

  • Definition of admission requirements and teaching programs: organisation of the entrance examination, preparation of the new training program, elaboration of the pedagogical calendar harmonising the old training courses with the new ones.
